A Failing Model

The result? Relentless cost-cutting, automatic culling of more costly experienced staff and a resort to cheaper expertise, declining technical competence, stifling bureaucracy and increased rigidity caused by the effort to make fixed earning targets no matter what, an inability to innovate and a consequent reliance on acquisitions rather than innovation, resort to financial incentives to induce performance, plummeting staff morale, an imploding business model and a broken future strategy.

This is about IBM, but could very well be describing many of our public sector institutions.  Good people are burning out in terribly designed and poorly managed work environments.  

We can, and must, do better.

Open Government is a starting point for this much-needed structural transformation.
