Harper is supposed to be in favour of the free market. He's stated his confidence in the Oil Sands as the basket to carry forward Canada's economy. Things have not been moving forward south of the border.
But there's China. And China has a catch.
We needn't worry, of course; shrewd Machiavellian operator that he is, Harper's clearly thought this through in advance and has alternative Courses of Action for economic growth available.
